Personal Care Products Not Made in China
The major personal care brands – Dove, Olay, Neutrogena, Nivea – do not disclose which countries manufacture their US-market products. Their parent companies operate facilities in China, but they won’t confirm which products come from where. That opacity is the problem this page addresses.
The brands listed here are the exceptions: companies that publicly confirm where their products are made, and whose core personal care lines are manufactured outside China. Each has been verified through manufacturer disclosures, facility records, and certification filings.
This page covers soap, deodorant, lotion, toothpaste, and body care. Cosmetics and color products are covered separately.
How we verified these brands: We cross-referenced manufacturer disclosures, brand FAQ pages, FDA facility records, and certification filings. Brands that could not be confirmed as manufactured outside China are excluded. Country of manufacture – not ownership – is the eligibility standard.

Dr. Bronner's
Made in Vista, California, USA. In production since 1948.
Dr. Bronner’s has manufactured its castile soaps at its facility in Vista, California since 1948. The company’s FAQ confirms that all personal care products – liquid soap, bar soap, lotion, toothpaste, and body care – are produced at the Vista facility. The two exceptions are its chocolate and coconut oil products, which are not personal care items. Organic certification is maintained through CCOF. Family-owned and operated.
The castile soap is concentrated – one bottle dilutes into multiple household uses, which brings the per-use cost below most conventional alternatives.

W.S. Badger
Made in Gilsum, New Hampshire, USA.
W.S. Badger manufactures its full line of balms, sunscreens, lip care, bug repellent, and body care at a 23,000 sq ft solar-powered facility in Gilsum, New Hampshire. The company’s own factory page states that almost all Badger products are made at this location, which is open to public tours. Family-owned and second-generation, led by sisters Rebecca Hamilton and Emily Schwerin-Whyte. Certified B Corporation.
The mineral sunscreen line uses zinc oxide only – no chemical UV filters – which is the formulation dermatologists recommend for sensitive and pediatric skin. One of the brands on the Baby Products page.

EO Products
Made in San Rafael, California, USA.
EO Products manufactures its entire line – hand soap, body wash, lotion, deodorant, and hair care – at a single 71,000 sq ft zero-waste campus in San Rafael, California. The company’s about page states that all products are designed, developed, and manufactured at one location. Certified organic through CCOF since 2004. Certified B Corporation.
One of the few personal care brands where organic certification covers the full line, not select SKUs.

Native
Made in the USA.
Native’s FAQ page states directly that all manufacturing facilities are in the United States. The brand makes aluminum-free deodorant, body wash, shampoo, conditioner, and lotion. Native was acquired by Procter & Gamble in 2017. Country of ownership does not affect eligibility under this site’s standard – manufacture location does, and Native confirms US manufacturing. Specific facility locations are not publicly disclosed.
One of the most widely distributed aluminum-free deodorants in US mass retail – available in Target, CVS, and Walmart in addition to Amazon.

Mrs. Meyer's Clean Day
Made in the USA (Chicago area).
Mrs. Meyer’s Clean Day manufactures its hand soap, dish soap, multi-surface cleaners, and lotion at a facility in the Chicago area. Multiple product listings confirm US country of origin. The brand is a subsidiary of SC Johnson – ownership does not affect eligibility. USDA Certified Biobased, meaning the biobased content percentage is third-party verified, not self-reported.

Burt's Bees
Made in Durham, North Carolina, USA. Core personal care line only – see note.
Burt’s Bees manufactures its core personal care line – lip balm, lotion, face care, and body care – at its facility in Durham, North Carolina, where the company has been headquartered since 1994. Acquired by Clorox in 2007 – ownership does not affect eligibility. Note: some non-core accessories and tools in the Burt’s Bees line are sourced from other countries including China. Stick to the personal care products – lip balm, lotions, cleansers, and body care – and you are buying US-made.
The lip balm line holds a Natural Products Association certification.

Tom's of Maine
Made in Sanford, Maine, USA.
Tom’s of Maine manufactures its toothpaste and deodorant at a production facility in Sanford, Maine, confirmed as of 2021. Smaller product lines use contract manufacturers in the US and Canada. Colgate-Palmolive subsidiary since 2006 – manufacture location, not ownership, is the standard, and the core product lines are US-made. The toothpaste line is one of the few fluoride-free options with ADA-accepted fluoride variants in the same product family, giving buyers a choice within one brand.
FDA note: In November 2024, the FDA issued a warning letter citing bacterial contamination in water used at the Sanford facility, including strains of Pseudomonas aeruginosa. Tom’s of Maine acknowledged the findings, stated that all finished goods had tested clean before shipment, and committed to upgrading the facility’s water system. This does not affect country-of-origin eligibility but is noted here for transparency.

CeraVe
Made in USA or France – check label.
CeraVe manufactures its products in the United States and France. Founded in the US in 2005 and acquired by L’Oreal in 2017. L’Oreal operates plants in multiple countries including China, but sourcing records confirm authentic CeraVe products are produced in US and French facilities only. Which country appears on your label depends on the specific product line.
Developed with dermatologists and uses patented MVE delivery technology for sustained ceramide release, documented in peer-reviewed literature.

Each brand on this page was researched through primary sources before inclusion. For manufacturing location, we prioritized brand-direct disclosures – FAQ pages, about pages, and official company statements. Where brand disclosures were absent or vague, we cross-referenced CCOF organic certification records, FDA facility inspection records, and industry sourcing databases.
For brands owned by large conglomerates – Native (P&G), Burt’s Bees (Clorox), Mrs. Meyer’s (SC Johnson), Tom’s of Maine (Colgate-Palmolive) – we verified the manufacturing location of the specific brand, not the parent company. Conglomerate ownership does not disqualify a brand under this site’s standard. The Tom’s of Maine FDA warning letter from November 2024 is noted in that brand’s entry – omitting a documented regulatory action would undermine the credibility of this page.
