Skincare Not Made in China (2026) — Verified Brands

Most mainstream skincare brands — Neutrogena, Kiehl’s, Olay, Aveeno — don’t disclose which countries manufacture their US-market products. Their parent companies operate facilities across multiple countries including China, but they won’t confirm which products come from where.

The brands on this page are the exceptions. Each publicly confirms where its products are manufactured, and each core skincare line is produced outside China. Verification is based on manufacturer disclosures, facility records, and official brand statements. Country of manufacture, not ownership, is the eligibility standard.

Paula’s Choice was founded in 1995 by Paula Begoun in Seattle, Washington, where the company remains headquartered. All formulation and manufacturing is carried out in the United States. The brand built its reputation on ingredient transparency: every product page lists the full ingredient deck with explanations of what each ingredient does and at what concentration. Paula Begoun began as a consumer advocate and beauty critic before launching her own line, which shapes the brand’s unusually direct approach to product claims. Paula’s Choice was acquired by Unilever in 2021; manufacturing remains in the US.

The company publishes FDA facility registration numbers for its US manufacturing sites and does not use contract manufacturers for its core skincare line. 🇺🇸 SkinCeuticals

Skinceuticals Vitamin C Serum

Made in the USA.

SkinCeuticals was founded in 1997 by Dr. Sheldon Pinnell, a dermatologist and Duke University professor whose research on antioxidant formulation and vitamin C stability underpins the brand’s core product line. All SkinCeuticals products are manufactured in the United States. The brand is owned by L’Oreal, acquired in 2005, but US manufacturing has continued under that ownership. 

Manufacturing is kept in-house rather than contracted to third parties. L’Oreal’s acquisition did not shift production offshore. SkinCeuticals sells through licensed physicians, dermatologists, and medical spas only, not mass retail. Counterfeits of the C E Ferulic are common on third-party Amazon listings; buy from authorized retailers only.

🇯🇵 Tatcha

Tatcha Water Cream

Made in Japan (Tokyo).

Tatcha was founded in 2009 by Victoria Tsai in San Francisco and formulates and manufactures its products at the Tatcha Institute in Tokyo, Japan. The company works with scientists in Japan who use traditional Japanese botanicals, including green tea, rice, and algae, as the foundation for each formula. Despite being an American-founded company with San Francisco headquarters, the actual product development and manufacture takes place in Tokyo. Tatcha was acquired by Unilever in 2019; Tokyo manufacturing continues under that ownership.

The Tokyo Institute sources Japanese botanicals from specific regional suppliers: uji matcha from Kyoto, Hakata rice from Fukuoka, and Okinawan algae, rather than commodity ingredient channels. Unilever’s acquisition retained the Tokyo manufacturing structure. All products carry Made in Japan on the packaging. Available at Sephora, Ulta, and on Amazon.

🇫🇷 Bioderma

Bioderma H2O Micellar Water

Made in France (Aix-en-Provence).

Bioderma was founded in 1977 and is headquartered in Aix-en-Provence, France, where its research and manufacturing facilities are located. The company is independently owned, unusual for a skincare brand of its scale, and has remained private since its founding. Bioderma developed micellar water technology in the early 1990s and its Sensibio H2O was the first micellar cleansing water to reach commercial market. The formulation was originally developed for patients with sensitive and reactive skin who needed a no-rinse cleanser compatible with dermatological treatments.

Bioderma has remained independently owned since 1977, which has insulated it from the manufacturing consolidation that has moved many mid-size skincare brands to lower-cost facilities. 🇫🇷 Avène

Avene Facial Mist

Made in France.

Avène is a brand of Pierre Fabre Laboratories, a French pharmaceutical and dermo-cosmetics company founded in 1962. The Avène brand is built around thermal spring water sourced from the town of Avène in the Herault region of southern France, the same spring that has supplied a dermatological treatment center on-site since 1743. Pierre Fabre operates its own manufacturing facilities in France and the brand’s products are produced there. Pierre Fabre is majority-owned by the Pierre Fabre Foundation, a French public utility foundation, an unusual ownership structure that keeps the company from typical private equity or multinational acquisition pressures.

Pierre Fabre’s foundation ownership makes acquisition difficult under French law, which removes the typical pressure to consolidate manufacturing offshore. The Avène thermal spring is a protected natural resource in France, further anchoring production to the Herault region. Available on Amazon and at Ulta.

🇫🇷 La Roche-Posay

La Roche Posay Face Moisturizer

La Roche-Posay is a French dermo-cosmetics brand founded in 1975 and named after the town in the Vienne region of France where its thermal spring water originates. The brand has been part of L’Oreal’s Active Cosmetics division since 1989. La Roche-Posay products sold in the US are manufactured either in France or in the United States, both outside China. The specific manufacturing location varies by product line, and the country of origin is printed on each product’s packaging.

The dual-origin situation reflects regulatory differences rather than supply chain decisions. Some products, particularly in the Effaclar acne line, are manufactured in the US to meet FDA OTC drug requirements. Others come from the French pharmaceutical facility. Both carry country-of-origin disclosure on the packaging, which is the verification to check before purchasing.
